Development of Xiafeng Village

Boasting convenient transportation and flat terrain, Xiafeng Village is located in the southwest of Beihu District, less than 20 kilometers from Chenzhou City. However, what have bothered the village for a long time are weak agricultural infrastructures, undeveloped industry, difficulty in village management and a total lack of village collective income.

In recent years, Xiafeng Village has founded strong grassroots Party organizations, and given full play to the role of Party organizations and Party members in industrial development, ecological protection, social governance and rural civilization. It has developed into a richer village with its collective income increasing from zero in 2018 to 240,000 yuan in 2021. The figure is expected to reach 450,000 yuan in 2022. 
 
Industrial prosperity drives collective income growth
 
Most of the land in Xiafeng Village is relatively flat and suitable for land transferring and comprehensive agricultural development. Chenzhou Siqinghu (Xiafeng) Vegetable Industrial Park was successfully introduced by the authorities, which integrates vegetable planting, tourism and farming experience.

Chenzhou Siqinghu (Xiafeng) Vegetable Industrial Park also launches projects like farming experience and flower viewing for students to learn about fruits, vegetables and traditional Chinese medicinal herbs in the field, which attracts more than 50,000 students and tourists every year.
 
Now, the industrial park is a “vegetable basket” production base of Guangdong-Hong Kong-Macao Greater Bay Area, whose annual sales reach nearly 5 million yuan. It has led over 6,000 farmers to engage in vegetable production.
 
Xu Hongying, a 62-year-old villager from Xiafeng Village, packs celebration supplies every day at Wanjiafu Xiqing Handicraft Co., Ltd.. “This is an easy and fulfilling job, with a monthly income of about 3,000,” she said with a smile.

After retiring from military service in 1998, Li Chenglong started his own business in the coastal area. In 2020, he returned to his hometown and established a printing factory in Bailutang Street, Chenzhou City.

Preliminary preparations were going on smoothly thanks to the joint efforts made by the sub-district and village. In July 2021, the company went into production, providing jobs for over 50 villagers and generating an annual output value of more than 5 million yuan. The village bought shares of 250,000 yuan in the company, accounting for 8% of the net profit. The annual village collective income exceeds 20,000 yuan per year.
 
Collective income benefits people
 
Talking about the changes of Xiafeng Village, the villagers always beam with pleasure and happiness.
 
Through weak organization rectification in 2019, Xiafeng Village has found a way to develop its industries. As the days are gone when it was regarded as a poor village, it is brimming with confidence to improve the livelihood of people.
 
Since 2020, Xiafeng Village has fully utilized the village collective income to effectively solve problems for the people, enable the villagers to share the fruits of development and enhance the villagers’ sense of contentment and happiness.
 
In 2020, Xiafeng Village made such efforts to vigorously implement livelihood projects as repairing 7 groups of drinking water pipes and arranging the special shuttle bus from Luojiajing to Xiafeng Village 3 times a day. Numerous problems bothering villagers have been effectively solved.

In order to improve the life quality of the villagers, Xiafeng Village has taken measures to improve the village environment.
 
For example, about 1,800 meters of new irrigation canals have been built to solve the problem of difficult irrigation for villagers’ economic crops. 8 water-well canopies have also been built, where villagers can take shelter on a scorching or rainy day.
 
In addition, 7,053 square meters of dangerous houses, dry toilets and hollow houses have been demolished, so as to eliminate the villagers’ housing safety risks.
